The application process is not that straightforward. About 20% of all applications received at the CRB are incorrect. When forms are returned to be corrected, the whole process is slowed down, delaying the issuance of the Disclosure Certificate and enabling the employee to take up their position.

CRB Checking and Vetting* has been processing CRB Disclosures since the scheme started in 2002. Once we have receive your completed Application Forms, we forward them on to the CRB within 24 hours and we estimate just two weeks to deliver you a Standard Level Disclosure and four weeks at Enhanced Disclosure Level. All Disclosure Information is passed to our Clients within 24 hours of receipt from the CRB.

Your Information Pack

We will send every business that contacts us to provide CRB checking and vetting services, an information pack containing: -

  • the specific number of forms you require for this tranche of applications (there are no maximum or minimum numbers)
  • a comprehensive guide to the completion of the forms
  • a copy of the Criminal Records Bureau’s Code of Practice
  • a payment information sheet detailing terms and methods of payment

ISA Checks and VBS

Please note: The details outlined below have been temporarily suspended by the government until at least 2011.

Following the murders of Jessica Chapman and Holly Wells by Ian Huntley (a school caretaker) in 2002, the Bichard Inquiry was commissioned. One of the issues this Inquiry looked at was the way employers recruit people to work with children and vulnerable adults.

It asked whether the way employers check the background of job applicants is reliable enough. It also asked whether employers should be responsible for deciding whether a job applicant can be safely employed.

The Inquiry’s recommendations led to the Safeguarding Vulnerable Groups Act 2006, which recognised the need for a single agency to vet all individuals who want to work or volunteer with vulnerable people. The Independent Safeguarding Authority (ISA) was created to fulfil this role across England, Wales and Northern Ireland. (Scotland is developing its own similar system, which will work closely with the ISA.)

The Vetting & Barring Scheme (VBS) has been established to prevent all people, except personal and family relationships, coming into contact with children or vulnerable adults unless they are ISA-Registered.

So from 26th July 2010, all new employees, those moving jobs and volunteers will need to be ISA-Registered and a new joint CRB/ISA registration application form will be introduced to organisations. Then, from November 2010 ISA registration will become mandatory and it will be illegal to employ individual who are not ISA-Registered. By 2015 the scheme will have been widened to include all existing employees.

Even though ISA Registration will become mandatory, it does not replace the CRB checking process. The ISA will prevent unsuitable people from working with children and vulnerable adults; the CRB will continue to support employers through CRB checks, providing them with access to an individual’s full criminal record and other information, so that they can assess the individual’s suitability for a particular post or position.

Individuals who are new starters or changing roles, can apply to become ISA registered from 26th July 2010. As of November 2010, registration for these individuals will be mandatory. For those already employed, the scheme will roll out over the following five years. Individuals will be able to become ISA-Registered by contacting a CRB Umbrella Authority such as CRB Checking and Vetting*

The registration process takes about seven working days and the certification is portable and for life, unlike a CRB disclosure.
